The real world problems wont be when the oil runs out, but the decade or two before when oil gets real short.
Thats when we will discover the meaning of democracy in America.
American citizens know (amongst other things) that it is their god given right to drive. I don't mean this in any derogatory way, its just part of the American dream thing, work hard and you will achieve, failure is not an option. This attitude is what got man to the moon.
In years to come, USA fuel prices will become astronomic, by USA standards. USA fuel is not extortionatly taxed, unlike most of the rest of the world, so Americans are not used to high fuel prices.
The Citizenary wont like that.
The republicans and the democrats will umm and ahhh, but will just explain that that is the way the world is.
What happens next is democracy in action.
A "single issue" party will form, founded on the premise that there is plenty of oil on the planet, but the problem is the regional governments are controling the oil distribution, and what is needed is the Leader of the Free World to step in and manage the redistribution of the world's oil for the good of the World. Americans will be promised that oil prices will drop significantly due to the new and better management of the world's oil.
And the citizens might just vote for it.
Assume the citizens do, and this new party gets the reigns of the USA.
They are now America.
Within a fortnight of taking office, America will announce the World Oil Conference, and all oil-producing countries will be "invited" to attend. At this conference the USA will explain the new world strategy for oil distribution, and attendees will be reminded that they are either for the redistribution, or against the redistribution. Attendees will be further reminded what it means to be against the redistribution plan. Be against the redistribution plan, and you are against the United States.
Then it gets ugly.
All the smaller oil producers will adopt the plan. Its too dangerous to do anything else.
But what of countries like the UK? The then Mr Blair or Mrs Thatcher are unlikely to be impressed by being instructed by America where, when and for how much the UK's remaining oil reserves will be allocated. But what choice will they have. Either tow the World Oil Plan line, or risk the aircraft carriers sailing up the Thames.
What happens then?
Is this theory Anti-American?
In no way. As the going gets tough, every oil-consuming country would like to do something like this, but the reality is that only one country has all the ingredients necessary to pull it off.

In the world of a single dominant superpower, and a lot of also-rans, the list of countries that could pull this scheme off is very short indeed.
